Richmond, CA – Update: Sylvia Welch Identified as Hit-and-Run Driver in Pedestrian Crash at Cutting Boulevard and S 17th Street

Richmond, CA – (November 29, 2018) – Sylvia Welch has been identified as the hit-and-run driver who killed a one-year-old boy in Richmond. The accident occurred at an unspecified time Sunday, November 25th.

According to local authorities, 31-year-old Slyvia Welch has been identified as the driver responsible for fatally injuring a 1-year-old boy and leaving him to suffer in the street while she fled the scene. Per the initial report, Welch was heading eastbound on Cutting Boulevard when she failed to slow her speed and struck a toddler. The boy suffered life-threatening injuries and was rushed to the hospital for treatment. Sadly, the boy died of his injuries. Police located Welch and arrested her a few miles away from the deadly crash site. She is facing charges of DUI and vehicular manslaughter. Police are still trying to establish the events that led up to the accident.
